The local 'cached' files cannot be manually pushed-up to MS's cloud. There is no option to overwrite, force upload, etc. With the recent OneDrive (Multi-platform Service & macOS/iOS clients) changes, the OneNote files in MS's cloud have become corrupted and my local data cannot be synced to MS's cloud. This used to be my favorite Microsoft App and I have loved and used it for years however, I discovered a fatal flaw that destroys data integrity. So, in effect, the data integrity issues remain. These have been a basic part of macOS for decades.
